On a Normal Day

I usually think that Good Old Charlie is off his rocker.  

And yet, I'm eerily worried that he's correct on this one.

The key point is this: if we just spent 700 billion (give or take the GDP of a mid-sized African country), how can we spend more money on domestic programs? (That we don't ... need?)
